South Central Basketball Officials Association

By-Laws

Article I: Name

Sec. 1 The name of the organization shall be South Central Basketball Officials Association

Article II:  Purpose

Sec. 1 The purpose of the organization is to develop and maintain excellent basketball officiating through careful selection of the members, studying rules, officiating mechanics and techniques and to foster close personal fellowship among its members

Article III: Meetings

Sec. 1 The meeting dates shall be determined each fall by the Board of Directors

Sec. 2 When business warrants, a special meeting will be called by the president

Sec. 3 The main business meeting of the year will be held shortly after the state tournament.  Attendance at this spring business meeting will be for voting members only

Article IV:  Officers-Duties-Elections

Sec. 1 The officers shall consist of a President, Vice-President, Secretary, Treasurer and Board of Directors, consisting of three elected members, each to serve a term of two years.  The President, Vice-President, Secretary, and Treasurer are to be ex-officio members of the Board of Directors. Board members are to be elected on even years, Officers to be elected on odd years.  All Officers must be certified members if the Illinois High School Association.

Sec. 2 Nominations and elections shall be made at the spring meeting.  No member is to hold more than one office.  All voting shall be by secret ballot. In case of a tie, the members tied for the office shall have a run-off vote.  No candidate for any office shall be eligible to serve as an election judge.

Sec. 3 the Board of Directors shall fill All unexpired terms by appointment.

Sec. 4 The President shall preside at all meetings, will act as a member of the Board of Directors and shall appoint all committees. In his or her absence, the Vice-President shall preside.

Sec. 5 The Vice-President shall conduct all meetings in the absence of the President and act as a member of the Board of Directors.

Sec. 6 The Secretary shall handle all correspondence, keep records of attendance and act as a member of the Board of Directors.  The Secretary will take minutes of the Board Meetings.

Sec. 7 The Treasurer will keep records of all monies and will act as a member of the Board of Directors.

Sec. 8 The Board of Directors will convene at the request of the President.  It shall be the duty of the Board to review names suggested as guests and set up a list for the applications for membership and will formulate a list of candidates for membership into the organization.  When necessary the Board shall act as disciplinary committee and will take such action, as they deem necessary, with the reservation that no member can be dropped from the group without approval of 80% of the members present at the spring meeting.

Article V: Attendance and Dues

Sec. 1 Members are expected to attend all meetings and to keep dues current. Members who do not attend OR keep dues current for a period of one year (4 consecutive meetings) will be placed on probation for a period of one year. If the member does not attend during the probationary period OR keep their dues current, they will be dropped from the membership (member or associate member). A missed meeting may be excused if the absent official can present a copy of a game contract that proves he or she worked a game on the meeting date.

Article VI:  Dues

Sec. 1 Dues shall be set by the membership each spring.  In case of financial emergency, the Board of Directors can make an assessment.

Article VII: Members-Duties-Honorary

Sec. 1 Membership shall be unlimited

Sec. 2 Upon retirement a regular member shall be placed on the Honorary Member Roll and will be invited to the organization’s meetings and social functions.  An Honorary Member will not retain voting rights nor can he or she hold an office.

Sec. 3 All members are expected to work up to their certified rating as soon as possible and continually strive to improve their basketball officiating skills while maintaining a high character standing.

Article VIII:  Admission of Prospective Members

The rationale of Article VIII shall be to 1) encourage officials to attend meetings as a guest; 2) encourage qualified officials to apply for membership; 3) place responsibility upon the applicants to demonstrate their desire to improve their ability as a basketball official.

Sec. 1 Prospective members, upon application, will be voted on the regular members present at the business meeting. The purpose of the vote shall be to accept or reject the applicant as an Associate Member. Acceptance shall require an 80% yes vote by the members present.

Upon acceptance, the Associate Member shall have all rights and responsibilities of the regular members, except the right to vote and attend the business meeting.  At the business meeting two years after the applicant was accepted the Associate Member is eligible to be voted on for acceptance as a regular Member. If an Associate Member wishes to apply for regular membership the following criteria will apply. To be eligible to be voted on, the Associate must:

  1. Submit at least five critique forms completed over a two-year period by regular members or Honorary Members. The same person may do no two critiques in the same season.  Critique forms are to be sent by the Associate Member to the Secretary.  The official completing the critique may not be working the game with the Associate Member.  The critique forms shall be available for the regular Members to examine at the spring business meeting.
  2. Attend a minimum of four of the six regular meeting in a two-year period.
  3. Obtain a grade of 90% on the Part II Rules Test or advance one level with the Illinois High School Association. It is the Associate Members responsibility to show proof of the test score or advancement.
  4. Paid all dues.

Exceptions:

  1. Time limit-may be extended by the Board of Directors due to circumstances beyond the applicant’s control, such as illness, injury, job change, etc. The Board shall notify the Members of such a request and the decision of the Board
  2. A Certified official with more than fifteen years of verifiable experience may be voted upon for regular Member at the business meeting following receipt of his or her application

Sec. 2 Prospective members must have been an official for a minimum of two years and have attended as a guest, two or more regular meetings.

Sec. 3 Associate Members who do not receive an 80% yes vote to become a regular member will remain an associate member and may re-apply for membership.

Sec. 4 Voting a member into or out of the SCBOA requires an 80 % vote of the regular members present at the business meeting.  When figuring percentages, reduce to the next lowest number.

Article IX:  List of 15 Officials

Sec. 1 Regular Members are required to submit a list of fifteen officials to the secretary once a year in accordance with the request of the Illinois High School Association. Ballots will be given to all regular members in attendance at the November meeting. 

Sec. 2 The SCBOA will submit two lists to the Illinois High School Association.  One for boy’s officials and one for girl’s officials. Members will have the option of being considered on either or both lists.  All that wish to be considered must attend a minimum of two meetings per season (October-January).

Sec. 3 All attempts to tabulate ballots will be made at the November meeting.  However, in the event that the ballots cannot be tabulated; the President shall set a date for lists to be tabulated along with the other officers. The list results shall be made public but no order to be given. The public list shall be in alphabetical order.  An individual who wishes to know where he or she was on the list may get that information from President after list has been made public.

Article X:  Observer Program

 

Section 1 The South Central Basketball Officials Association shall have a minimum of three observers per sport.

 

The IHSA official's evaluation and recording form shall be used. All completed forms will be given to the official being observed and a copy will be held with the association.

 

Observers will be compensated for their expenses at the current established rate.

 

All first year members or associate members of the association regardless of level must be observed within 12 months of being accepted for membership. After that, all registered officials must be observed every 3 years.

 

All recognized and certified officials must be observed once every 3 years.

 

To qualify as an observer, a member must be a certified official, and have received a sectional assignment from the IHSA office in Bloomington, and be a member in good standing with both the local and state association.

 

Observers shall be reappointed a minimum of every 3 years at the regular business meeting, or as needed if a vacancy occurs before the expiration of an observer's appointment.
