A Proxy server works between your computer and outside web servers.  When you request an Internet web page, the Proxy server will request the page for you, frequently speeding up web page loading and stripping out many of the ads. Read more about it here:  What is a proxy server?.

Follow these instructions to set up the Proxy server in your Internet settings:

Open Internet Explorer
Click  "Tools"

Click "Internet Options"
Click the tab labeled "Connections"

Click "Settings" or "LAN Settings"
Put a check mark in "Use Proxy Server"

Put in proxy.rr1.net in the Address section and 8081 in the Port
Click "Apply"
Click "OK"
